The work isn't to run any one of them — it's to keep them traceable to each other. Quarterly Initiatives anchor to Value Plan targets; KPIs trace to the roles that own them. When a Quarterly Initiative starts to drift from the plan, or a KPI from its role, the 2IC is the one who catches it.
